- Railway companies, are financially biased.
- Passengers, don't understand how the railways work.

Some of those units were used on branch lines in Devon and Cornwall when they were new about 20 years ago. They were branded as 'Skippers' in that area rather than Pacers. Because they are four-wheeled vehicles instead of having bogies, the sharp...
Some of those units were used on branch lines in Devon and Cornwall when they were new about 20 years ago. They were branded as 'Skippers' in that area rather than Pacers. Because they are four-wheeled vehicles instead of having bogies, the sharp curves on many of the branches there caused excessive wear on the wheel flanges, and there were also complaints about the noise made by the flanges. So they were removed from the area - they failed in that sense.
Dft is 'Department for Transport' - the civil servants who think they know better than the railway companies.

Some of those units were used on branch lines in Devon and Cornwall when they were new about 20 years ago. They were branded as 'Skippers' in that area rather than Pacers. Because they are four-wheeled vehicles instead of having bogies, the sharp curves on many of the branches there caused excessive wear on the wheel flanges, and there were also complaints about the noise made by the flanges.
